The first resemblance of drones for this purpose were the airships, common in São Paulo in the 30´s and 40´s. Fearing new pandemics (such as the Spanish flu,) the air was ´purified` with diluted chlorine drizzle on demand.
When pigeons hid in the higher heights of the city, that was a signal that the drizzle on demand was under command, upon airships shown in the skies.

This means that there must be cameras spread around the city to each person circulating. Some of these cameras may be even hidden.
It is not discussed, it´s difficult to believe, though it could be real = that robots may be around us in the city, carrying cameras, and under phosphorescent lenses, infrared sensors - an occult veiling. I am not talking about the ´aside people` parked on the border of the city. I mean real robots, also a type of drones. These drones should be around the city, following the people in their daily habits and promoting their jobs (visibility-viability-liability principle - each drone would have a GPS connected to the CPF of the citizen observed at that moment, promoting jobs according to their positive approach in the community services and interpersonal development). Those drones would perform the role of the airships, bringing diluted chlorine drizzle over the city, once having taken higher heights, whereas connected to satellites for the drizzle on demand.
The chlorine drizzle on demand would help cleaning the air from viruses and bacterias.
Moreover, the Simcity and GoogleEarth platforms have all city digitalized. The people in the city are also under surveillance, by the position of their CPF or RG (ID #). May be through the police, press, private surveillance' observance, or due to the cameras around the city: fixed cameras, remote controlled drones, or Automated Drones. The last option can be applied to the chlorine drizzle on demand, because the synchronicity that should organize the drones to the sky are of a sort of satellite - GPS source.
