Alternative punishment upbringing an Economy in North Korea

As it appears seemingly for some asian famlies in South America, who's had people from their own countries invading their familiar core under Asian GIPs, we thus see that the GIPs can interfere in the whole aspect of a self - appearance, intellect, language and communication.

This could be successful in North Korea, because it is a communist society with, closed doors (no possibility for escape), and also because for such proposal they would need enough food and medications available. They would also need revenue for infrastrucure and rules for softer politics.

The people would go for treatment in North Korea upon judgement and conviction.

There could be villages for hosting these people, just alike some villages in the USA, that host foreigners with criminal records. They have comfortable lives, and they try to settle down.
